War against Corrupt Bureaucats
The Modi govt has been silently waging a war against the Bureaucratic Corruption!
On 13th July 2023, the Delhi court convicted Ex Coal Secy HC Gupta, and 2 senior bureaucrats of criminal conspiracy, cheating and under the Prevention of corruption act in UPA era coal scam.
Former Congress MP Vijay Darda was also convicted Coal scam was the top headline in 2012 after a CAG report revealed that the country lost up to ₹1.86 lakh cr due to inefficient allocation of coal blocks
Former coal secretary HC Gupta was head of the screening committee that allocated atleast 40 coal mining rights The CBI court in 2017 had decided that the bureaucrats had a massive fault in the Coal Scam, who, facilitated the allocation of a coal block in Madhya Pradesh to a company that was ineligible under the rules. For years, Indian PM Narendra Modi has emphasised the bureaucracy to be more dynamic and proactive, sometimes even using harsh words.
Ever since 2014, the Modi govt has been silently working to reform the Indian bureaucratic system. Till 2007, bureaucrats were evaluated on the basis of their Annual Confidential Reports(ACR) and graded as average, good, very good and outstanding.The ACR system was non-transparent and only an adverse remark was shown to the officer. Modi govt after 2014 introduced Annual Performance Appraisal Report (APAR) to assess performance as well as personality & domain expertise- 360-degree appraisal came as a supplemental tool to APAR in 2015 which in corporate sector, is known as the multi-source feedback.
And guess what, now GoI can properly assess
Promote the good ones, while Punish the bad ones. Compulsory retirement of AIS officers is the new norm. For ex, between Apr 1 - Dec 31 2021, MHA filed 237 disciplinary & 249 vigilance cases against officers, Action against 52 gazetted officers in 2021, 1 senior IAS officer removed for misconduct. In 2019, GoI forcibly retired 27 IRS officers from both IT and Customs depts. In 2021, 3 IPS officers were forced to retire as MHA found them unsuitable.
On May 2021, MHA informed "13 IPS officers were compulsorily retired, 5 were dismissed and 24 officers were suspended for undisclosed reasons". Thanks to the Anti-corruption stance of Modi govt more and more complaints are being received against service officers.
Between 2016-21, CBI registered 44 cases against IAS & 12 cases against IPS officers.
Modi govt has not been applauded enough for how they have completely changed the lethargic and corrupt Indian bureaucracy which has been hampering the country’s development since decades.
